Notary Public Service

The service of a notary public is called for by various business and legal documents. A notary public acknowledges, verifies, and proves signatures and administers oaths and affirmations.


To schedule an appointment with the library’s free notary public, Noel Kincaid, use the Schedule a Meeting button or contact her at kincaidn23@ecu.edu or 252-744-2219. Her usual office hours are 8:00am – 3:00pm, Monday-Friday, but scheduling an appointment is encouraged to ensure that Noel will be available when you can come. Please note the following about a notary appointment:

  • You will need to provide a government-issued photo ID. A driver license or passport is typical; if you do not have one of those, please contact Noel in advance to discuss other allowable forms of ID.
  • Do NOT sign any documents in advance.
  • If your documents require witnesses, please arrange for colleagues, friends, or family members, as appropriate to your document, to come to your appointment with you. Some documents, like wills, often require a witness to not be a potential heir or one’s medical provider.
  • Please arrive on time for your appointment.
  • Come to the Service Desk, located to the right as you enter Laupus Library, for your appointment and ask for Noel. A library employee will walk you to Noel’s office or call her forward to meet you.
  • If you have questions about locating the library or parking on the ECU campus, please consult our Directions page. The closest parking is in the paid parking in the C Lot near the lake just off 5th street or in the B Lot near the Health Sciences Student Center (card only)

If your document requires a raised (embossed) notary stamp, Noel cannot notarize your document. Her stamp is a flat, blue ink stamp. Most documents no longer require the embossed stamp, but some few might. If you need an embossed stamp, please consult the Other Notaries Public section below.

Other Notaries Public

If the library’s notary public is not available when you need one, or if you need an embossed notary stamp on your document, you may contact the ECU Financial Aid OfficeWilliam Gee at Joyner Library, or you may also check the State of North Carolina notary database for other providers. You may also contact your local bank or credit union branch, as many of them provide the service to their members. Please note that NC state law allows notaries public to charge up to $10.00 per signature, so ensure to ask in advance if a notary will charge and how they will accept payment if they do charge.
